New Delhi [India], February 14 (ANI): The central government on Monday released Rs 1154.90 crore to four states including Andhra Pradesh, Bihar, Gujarat and Sikkim, for providing grants to Urban Local Bodies.
The highest amount of Rs 769 crore is released to Bihar. Andhra Pradesh has received Rs 225.60 crore, Gujarat has received Rs 165.30 crore while Sikkim has received Rs 5 crore.
“The grants released are meant for Non-Million Plus cities (NMPCs) including Cantonment Boards,” the Ministry of Finance said in a statement.
The 15th Finance Commission in its report for the period from 2021-22 to 2025-26 has divided the Urban Local Bodies into two categories: (a) Million-Plus urban agglomerations/cities (excluding Delhi and Srinagar), and (b) all other cities and towns with less than one million population (Non-Million Plus cities).
The 15th Finance Commission has recommended separate grants for them. Out of the total grants recommended by the Commission for Non-Million Plus cities, 40 percent is basic (untied) grant and the remaining 60 percent is tied grant.
Basic grants (untied) are utilised for location-specific felt needs, except for payment of salary and incurring other establishment expenditures.
On the other hand, tied grants for the Non-Million Plus cities are released for supporting and strengthening the delivery of basic services. Out of the total tied grant, 50 percent is earmarked for ‘Sanitation Solid Waste Management and attainment of star ratings as developed by the Ministry of Housing & Urban Affairs (MOH&UA). The remaining 50 percent is tied to ‘Drinking water, rainwater harvesting and water recycling’.
The tied grants are meant to ensure the availability of additional funds to urban local bodies over and above the funds allocated by the Centre and the State for sanitation and drinking water under various Centrally Sponsored Schemes and provide quality services to citizens. (ANI)

The allocation for sanitation, solid-waste management, and water recycling highlights how important clear public communication is alongside funding. Short visual explainers could help residents understand how these grants support local services and recycling initiatives. I’ve been following developments in AI video tools for creating that kind of content, including Kling 4, an upcoming model expected to offer 4K video, multi-shot editing, multilingual audio, and more realistic motion. It may be useful for turning complex civic updates into accessible videos: https://kling40.org

This is a helpful overview of how the grants support essential services in smaller cities, especially sanitation, solid waste management, and water recycling. The funding split makes it clear that local bodies need both flexibility and reliable resources to improve these services. I also found this discussion easier to follow after summarizing the related video coverage with [Summarize YouTube Videos](https://summarizeyoutubevideos.com) — it turns a video into key points, timestamped chapters, and a transcript, without requiring sign-up or an extension. It can even transcribe videos without captions.

The article highlights how grants for sanitation, solid-waste management, and water recycling can strengthen essential services in cities. Turning that funding into lasting progress also depends on practical circular-economy solutions, including better sorting and recycling of plastics. Recyclean India offers recycled resins, plastic-processing machinery, and sustainable product options for businesses exploring those solutions. If you’re interested in the materials and equipment that can help support a more resource-efficient plastics industry, take a look at Recyclean India’s range and industry updates.
